Once you are done with campaign creation, go to Display Rules tab.
You can set your display rule to target visitors whose location is/is not a particular location, and you have the option to include or exclude visitors in the specific country.
Once you set your location click on the validate button.
After clicking on Validate, you will receive a pop-up with a listing of the locations matching the location you entered. Click the location you want just like the below.
